[/li][li]Toby has been a professional political operative all of his life, except for a few years while he was in elementary school. (In the Shadow of Two Gunmen). His political experience includes work on: one city council campaign, two Congressional races, a Senatorial and a gubernatorial race and a national campaign. Toby had never won until the Bartlet campaign (In the Shadow of Two Gunmen). [/li][li]Toby was the only one on Bartlet's nascent campaign that the Governor didn't know, and the only one who wasn't fired by Leo McGarry (In the Shadow of Two Gunmen). [/li][li]Despite his work on the Bartlet for America campaign and the vociferous support of both Leo and Josh. Toby was President Bartlet's second choice for Communications Director. He was offered the job only after David Rosen turned it down, a fact, which temporarily threw Toby for a loop when Mandy mentioned it in passing (The Crackpots and these Women). [/li][li]In addition to being in charge of the message for the Bartlet administration (Pilot), Toby is a Senior Domestic Policy Advisor to the President (Somebody’s Going to Emergency, Somebody’s Going to Jail) [/li][li]Technically, Toby is CJ Cregg's boss, but he doesn't like ordering her to do things (The Leadership Breakfast). Sam Seaborn is Toby's deputy (Pilot). [/li][li]Just before the president went public with his illness, Leo set up a meeting for Toby with Greg Summerhayes, who offered Toby a job at a start-up all news cable channel. Toby refused to take the "lifeboat" (Two Cathedrals). [/li][li]As Communications Director, Toby has Week Ahead meetings with his staff on Fridays in the Roosevelt Room to plan upcoming events (Ways and Means) which are listed on the white board in the Communications bullpen (The War at Home). [/li][li]Just before the President's official announcement for the 2002 campaign, signs that said “Bartlet for President” incensed Toby. He grabbed a black magic marker, crossed out "for," and wrote "is the" on several (Manchester). [/li][li]To gather momentum for the re-election campaign, Toby suggested the administration support a variety of small measures (e.g. cellphones for neighborhood watch groups) that would poll well (Indians in the Lobby). In an unrelated coincidence, Toby arranged for Cal Poly professor Theodore MacGregor, a childhood friend, to testify before the Commerce Committee on the future of Internet stocks. This testimony contributed to a subsequent jump in technology stocks and the value of Toby's stock subsequently increased to $125,000. To avoid even the appearance of impropriety, Toby's salary was reduced to $1 for a year and he cashed out his Internet stocks (Five Votes Down)

In the episode Somebody's Going to Emergency, Somebodys Going to Jail - CJ says to Toby that he wants to make out with her right now, he replies when doesn't he ;D
This is actually a really good Toby episode, I loved the bits when he goes to meet the protestors - although he calls them tourists - and sits there reading the sports pages. The banter between him and the cop is really good too.

Lets look at the more important fact, Toby is blatantly in love with CJ, so why do they keep doing this stupid Andy storyline.
