You've got more chance finding it if you look for Lisa gerrard (she who did the mouth music on the Gladiator soundtrack)....
You can find it on iTunes as Sanvean: Iam Your Shadow for 79p (of course you have to pay £299 for the iPod!!)

The west wing does indeed have brilliant music which always really fit the scene.
I am particulary reminded of "Brothers in arms" by Dire Straits at the end of season 2.
I wonder how they go about choosing the music, does anyone know?
